Mexican national wants information on getting a visa to the USA?

I am asking because my friend doesn't speak English very well
she has been told that they issue visa's there kinda seasonal and there are only so many they issue, is this true
i am only trying to help her calm herself and get better information than i can provide for her
Also anyone that knows about American passports can you tell me why they include a chip in these new passports issued in the USA and what is provided on these so called chips
i too am thinking on traveling abroad soon..an Island somewhere maybe
i need a brief interlude from Obama and his cabinet
lets say she is 53 a teacher with a modest bank account
her last visa expired in 1982 for the USA
she has been here a few times long ago
will she have any difficulties getting another visa
i believe she is nervous about the new Arizona laws and profiling in this country in many states
she will plan on going to Las Vegas
